HORSE-MAN OF BEDE

This bizarre encounter occurred in the north of England.  Two men in a car in the town of Bede  were approached by a man in a hood.  He banged on the vehicle, but not in an angry fashion.  Then they saw, to their astonishment, that he had the legs of a horse.  They did not linger, but drove off at once.  These seem to have been not the only notices with horse-footed men.  

What do you make of an encounter such as this?  It is one of those mysterious encounters which calls to mind other dimensions.
