PROPER AUTHORITIES?

In January a man in Midland (Michigan) approached the authorities to say that Bigfoot had been mooching about his property for ten years, consuming pizzas.  The man brought evidence in the form of scats to the Proper Authorities?  A question arises here: What is the Proper Authority for being brought scats?
